In this article, Matthew Steenberg sided with the Ecumenical Patriarchate against the Patriarch of Moscow. He attacked what he called "the repeated failure of the patriarchate of Moscow" in relation to the Diocese of Sourozh. He said that the Diocese of Sourozh has been "de-localised" and called for debate on what he calls the "Russification" of the Diocese of Sourozh.

The document shows that Bp Irenei's hostility to the Moscow Patriarchate is not a new development, but something which he had already expressed fifteen years ago.
